  • Completed a Transportation Benchmarking Study with an urban county in the southeast to assess how to structure internal operations to promote better pedestrian movement in the context of overall transportation and land use services. Documented and evaluated transportation plans, standards, functions and processes within the Transportation Department. Compared policy and practice against best practice pedestrian efforts across the country. (With George Mason University)
  • Proposed a plan for measuring and monitoring wages paid by businesses at industrial and business parks in which a local government provided incentives. Researched use of employment standards related to incentives in other jurisdictions across the country and provided recommendations on implementation specific to the client's situation.
  • Completed a comparative analysis of services offered by a state economic development agency to best practices in other state and local economic development organizations. Identified performance gaps between existing programs and best practices and provided recommendations for improving services and performance.
  • Evaluated economic development financing options for a community in Texas, including an assessment of the pros and cons of the two local economic development sales tax options that are available in the state of Texas. Interviewed several Texas communities to understand their experiences using the local sales tax to achieve their economic development goals. Compared financing mechanisms used for economic development and incentive programs in Texas to those in competitor states.
